  • Who are there in public procurement?

    Central government/ministries
  • Why public procurement?

    - Combination of rationales: -anti-corruption/transparancy, best value for money (efficiency), policy instrument, level competition between suppliers
  • What are the basic obligations toy have to fulfill with public procurement/a contract?

    - Advertise the contract
    - Carry out one of the recognized procurement procedures
    - Selection/Qualification stage
    - Award contract according to award criteria
    - Respect time frames
  • What is the open procedure?

    The contract is advertised and everybody can apply.
  • What is the competitive dialogue procedure?

    There is a pre-publication and among the selected bidders there can be negotiation (although this has more risk of personal favors). This procedure can only be used by particularly complex contracts.
  • What is the negotiated procedure with notice?

    There is a prior notice and potential bidders are asked, then bidders can come and negotiate.
  • What is the negotiated procedure without notice?

    Contact the person you like, negotiate and award the contract. This is very rarely accepted.
