In November 1955, the bill from the commision about how to protect the land was send to the Second Chambers
- two years later, a majority in the chamber voted in favour of the bill.
- it was then handled by the first chamber which approved on May 7, 1958
- day later the bill signed into law by queen Juliana

-Firstly, through voting rights. At least once every four years, ciitizens can head to the voting box to elect the 150 memmbers of the Second Chamber (active voting righs)

-  They can add a proposal to parliamenary agenda : a citizen initiative . The 2nd chambers has to debate if it is supported by 40 000 signatures.

Bills only go to the First Chamber after the Second Chamber has debated them.  The Second Chamber can mek changes in a bill (the right to amendments) and also introduce bills (right to initiative). First chamber does not have these rights.

- They can call ministers to the chambers for an explanation about policies (right of interpelllation).
- They can give their opinion about government policy or request policy to be changed with a motion 
-by voting for or against a budget (budget right)
- by investigating government policy (right of investigation)
