What is the code of good practice of the CoE?

Adopted by the Conference of INGOs of the Council of Europe and endorsed by the council of ministers as a reference document of Coe in October 2009.
Based on actual experiences from NGOs across Europe
Contains a set of general principles, guidelines, tools and mechanisms for civil participation in the political decision-making process.
Goal of enhancing cooperation/shared responsibilities of NGOs and public authorities in promoting democratic and inclusive policy-making and common values.

What are the four principles of the Code of Good Practice?

1. Participation
2. Trust
3. Accountability
4. Independence

What are the different levels of participation ?

1. Information (low); one-way provision of information from public authorities to NGOs; without interaction expected or required from the NGO
2. Consultation(medium-low); public authorities may ask NGOs for their opinion on a specific topic.
3.  Dialogue (medium-high); initiative can be taken by either party; can be broad; two-way communication.
4. Partnership (high); close cooperation with respect for the NGO independence.

What are the two vies of IOs in the future? Realists and liberals.

1. IOs will be largely irrelevant. National interests always prevails. IOs cannot change the strategies or interests of states (realists).
2. IOs will grow in importance, will bring more actors to the table, will improve their ability to enforce decisions. They will change both the strategies and the interests of states. (liberals)
