What is the difference between an employee and an independent contractor?

CONTROL

E = A worker who is subject to the employer and rules in the employment contract.

IC = A worker who is in business for themselves, therefore not an employee.

What is a dependent contractor? Is that person considered a customer?

NO!

A worker who has more autonomy and independence, yet remains economically dependent on one customer for income.

Could be subject to control at the hands of the customer.
