In the text it is explained that it is difficult finding out whether parameters are problematic. It is more than just comparing norm and actual values. Why is the process of the gap and cause analysis needed?

Because you need to have a good understanding of the organizational context and its problems to determine whether parameter values are too high. By means of the gap analysis you get insights in the problems an organization is facing, and by means of the cause analysis you get an understanding of what is causing these problems. Then you know whether the values are too high or not.

De Sitter argues that low parameter values are always a good idea. Why do we still need diagnosis ?

Diagnosis is still relevant because:
- sometimes parameter values cannot be lowered in the given context
- analysis of the problems helps to install sense of urgency
- Hypothesis = structure is problematic but maybe the structure is okay and are other parts of the infrastructure at stake.
