Policy advisory system (PAS)

General term of actors with unique configurations that provide recommendations to policy makers
- result of never-ending disputes and compromises among actors with different beliefs and skills
-Stability of PAS is ensured because interaction among actors is routinized and through shared expectations about what the policy advice should provide

Role of policy advisers

-Roles of policy advisers are very diverse --> ambiguity on concept of policy advice
- Activities of policy advisers often goes beyond policy advice e.g. negotiating

- They focus on day-to-day activities of policy analysts and policy advisers

2 dimensions to map policy advice within policy work

- Role of knowledge vs values
o Does activity relate to use of values or knowledge about a policy issue
- Scope of involvement in policy making
o Indirect influencing of policy process e.g. by sharing knowledge, opinions, beliefs

o Direct involvement by implementing policy decisions

PAS is unclear about how to explain 2 issues:

Sub-optimality: explanation of inefficiencies and inconsistencies in a PAS
- Systems are not always well organized or efficient
- Sub-optimality due to boarder trends, e.g. externalization
-No optimal advisory system because no single criterion of optimality
- PAS is result of never-ending disputes and compromises among actors with different beliefs and skills
Change: analysis of different levels is necessary. There are 5 levels of policy advice:
- Supranational level
- National level
- Level of policy domains
- Institutional level
- Individual level
 

Components of multi-level policy advice framework:

-Policy advice is always produced in a broader cultural, social and economic context
-Policy advice is most directly influenced by the distribution of power and by the politico-administrative regime

-A policy advisory structure (PAST) refers to the configuration of the actors who provide information, knowledge and recommendations for action to policy makers

-Understanding policy advice is impossible without understanding the people who produce it

-The interaction between policy workers’ characteristics and their institutional contexts influences policy work processes

-Outputs should be distinguished from policy work outcomes
