What are States obliged to do?

To monitor the national implementation of the respective regimes and as well have reporting obligations. (unitary/simplified reporting structures have failed)

COPs do not have powers to deal with non-reporting, but where national implementation has turned out to be flawed or ineffective, COPs may be able to effort moral suasion.
