Normally states will be bound by the whole treaty. But can there be exceptions?

Yes. A state may make reservations to provisions in a treaty with the legal consequence that the state in question is not bound by those provisions.

It is the desire that many states become party to the multilateral treaty

2. The treaty provides that only specified reservations, which do not include the reservations in question, may be made;
