International environmental governance

3 important questions on International environmental governance

What is noteworthy and innovative about GEF?

GEF is noteworthy for several reasons:
-It is designed to support projects with global environmental benefits, rather than projects that serve national development goals alone.
-It works through a trio of implementing agencies. (UNEP, UNDP, World Bank)
-It has become one of the most transparent international organizations.
-It has increasing developing country representation on its council and furthering its engagement with developed and developing country NGOs.

What does the author mean with: "Some of the weaknesses of the international environmental governance system may be structural, but others stem from underfunded, or unfunded, mandates."

Financing mechanisms and the availability of funding does not match the growth of the environmental agenda and the amount of treaties. So there is a lack of capacity to meet the expectations and ambitions set. Eg. UNEP is dependent on voluntary funding and therefore does not have the capacity to take a leading and coordinating role.

What are, according to the author, the three areas of priority steps to improve the international framework of environmental treaties?

-Harmonizing international agreements and coordinating their implementation
-Putting into place practical mechanisms for treaty monitoring, compliance, and enforcement -Reforming the way treaty bodies, particularly conferences of the parties, do business.
